Measuring Corruption

When you visit any Doctor, he first tries to understand what you are suffering from, by measuring certain levels of activity to understanding your symptoms. He would not treat the symptoms but the disease causing it.

Today Karnataka is suffering from the worst disease that is corruption. Corruption causes many symptoms. But to know whether things are worsening or improving, one has to measure corruption.Luckily various international organizations have come out with many tools to measure corruption.Many indigenous methods also are available with pragati KARNATAKA

The fact that many information are available on this website but not anywhere else is a reflection of the use of such tools.

Measuring corruption varies from Department to Department

The list of questions asked under the Transparency Section gives the likely set of things that can be measured which are unique to this Sector.

In addition to the above malnutrition, infant mortality, unemployment, underemployment, petty thefts are all a reflection of corruption . It has been shown by studies that number of pickpocket cases increase with increase in corruption!

 

 

 

 

 

 

 

 

 

The only cure for corruption is more transparency. When in doubt methods to enhance transparency should be used immediately. Transparency coupled with measurement of corruption keeps every one alert

When no effort is made to measure corruption, it appears eradicating corruption is a myth. But it is a myth propagated by the corrupt.

Antibribe measures just not only indicate how any case is handled but also under what circumstances the procedures are not applied.Any two persons under the same circumstances have to be treated similarly.But if one is favored and not the other , then such a thing is a sure sign of something not happening properly.

In fact most of the Transparency Measures also act as AntiBribe Measures

If the staff at lower level work in an atmosphere of fear if they report corrupt practices then in such an environment it would be foolish to expect officers at higher level come forward to promote antibribe measures. As can be seen in the home page we have provided for citizens to report corruption in many ways. It is not just about bribes paid but also about illegally made asset information also can be given.

 

Further each Department will have unique corrupt activities. It may be as simple as selling outdated drugs, spurious drugs, organ theft, recognizing hospitals without facilities, allowing higher than required Service Charges, putting under qualified person ignoring experienced and qualified people, purchasing equipments and not using them or using the for personal benefits. We expect the Department to add more to this list.

Whistleblowing is the only effective way to tackle corruption if the Head of the Department himself is corrupt.

One may measure corruption, allow people to report corruption but if no action is taken against all those indulging in corruption
